Of course I also assumed it would be the Chinese doing the most cheating like the bad old days, but since 2017 the Laowai copied the Chinese scams and then made them more stealthy by using foreign web sites, their own testimonials and reviews, and foreign sales people to warn us all to avoid the China job agents who are all scam artists! Read for yourself: https://www.tefl.net/forums/viewtopic.php?f=18&t=9052&p=22141#p22141

I think we all need to be more diligent when job hunting. Getting burned by a recruiter or your own employer quickly takes the fun out of teaching in China IMO.

This is really not a very big surprise for me because over the last three years, I noticed that even the Chinese scammers were hiring foreigners to make their cold calls or follow-up calls on ad inquiries. The big money they skim from the salaries of teachers is getting too irresistible to ignore imo.. That's why I found my new employer myself from this global DIY list. https://www.reddit.com/r/CFTU/comments/kc8e8f/over_3000_schools_around_the_world_that_hire_ap/

IMO, a recruiter will place you in that black school that makes THEM the most money, not the teacher. But a white-listed school will be straight up because they a $100,000 bond posted and 2 licenses to lose (SAIC & SAFEA) if their teachers file formal complaints with the government when they get cheated.

Getting back on point, my advice would be not to trust any recruiter and go direct which lets you be scam-proof and get yourself an honest employer.. Another alternative aside from the above list of DIY employers, you can use the White List but it is specific to China. https://chinasharks.blogspot.com/

This is not news to me. It has been this way since 2015 after Rosie was arrested and sent to prison and Helen in Hangzhou fled the country to avoid arrest. Their absence created a big void and the foreign scammers from Russia, the U.K. and USA jumped in and conned thousands who fell for the BS being peddled by a "fellow-foreigners" who turned out to be even greedier than the Chinese crooks!
